The financing for Navy Hill was ridiculous. It was a bad deal for the city.


The TIF was 80 blocks of the central business district and would have taken significant revenue away from the city. If the city had dropped the requirements for the affordable housing, bus transfer station and blues armory rehab, the TIF would have been much smaller and made sense.

The problem with the Henrico location is access. Developers have been looking at that piece of property for over 30 years and access is the reason it never went anywhere. Now all of a sudden access isn't an issue so I'm skeptical on how the traffic can be managed.
